Rules, Snow and Slope
Lake Arrowhead sits at about 5,174 feet in the San Bernardino Mountains, and concrete contractors here juggle three things at once: community rules, winter weather and steep ground. In the Arrowhead Woods tracts, the Arrowhead Woods Architectural Committee, a nonprofit, enforces the covenants, conditions and restrictions, including rules on tree removal. Senate Bill 1405, passed in 2022, would have let the Lake Arrowhead Community Services District assume that role, but the handoff never happened. If your home is in Arrowhead Woods, a visible project such as a new driveway may need committee review, and we build that time into the schedule.
Weather that tests concrete
Climate normals for 1991 to 2020 put annual precipitation at 37.73 inches, with snowfall averaging 22.4 inches. Freeze-thaw cycles cause most of the surface damage we see here, so every exterior pour gets the same treatment:
- Air-entrained concrete with water kept to the mix design.
- Finishing timed so bleed water is not worked back into the surface.
- A full cure before the first freeze, then a penetrating sealer.
- Slopes that move meltwater off the slab before it can refreeze.
- Sand, not deicing salt, during the first winter.
Generator and propane pads
Storms here can cut power for days. Wikipedia notes that a 2019 Thanksgiving weekend storm left homes without power for up to four days, and a late-December 2021 storm left many without power for a week. A standby generator or a large propane tank needs a level, solid pad that will not tilt as the ground freezes and thaws. We size the pad to the equipment, compact the base, set the top slightly above grade so meltwater drains off, and place it where installers can reach it. Clearances come from the manufacturer and installer, and we pour to their layout.
When the owner is away
More than half of Lake Arrowhead's homes, 56.4% of 11,737 units, stood empty when the 2020 census was taken, a measure of how many are second and vacation homes. On a part-time property, a small crack or a heaving step can grow for a whole winter before anyone notices. We can inspect, quote and complete work while you are away, and send photos at each stage: base, forms, pour and finished slab.
Long-term owners
QuickFacts puts owner occupancy at 83.6%, and 92.8% of residents had not moved within the year. The 2020 median age was 49.3. Owners here tend to invest in finished work that lasts: stamped entries, sealed view patios and safer stairs and landings with even risers and grip.
Trees, roots and tight access
Mountain lots often sit among large trees, and roots lift old walks and driveway panels. Before we cut roots or work near a tree, we check whether the Arrowhead Woods tree rules apply to your lot. Access is often tight too. We plan pump placement where a mixer cannot reach, protect landscaping along the route and keep all washout contained. Where a tree has to stay, we can bridge a slab over shallow roots with extra steel or route a walk around the root zone rather than through it.
Who else might be involved
Roads, water and sewer are run by the Lake Arrowhead Community Services District, created in 1978. The lake itself, 782 acres, is private, and the Arrowhead Lake Association controls it. If your project sits near a road edge, a utility line or the shoreline, we sort out who needs to be consulted before work starts.

Lake Arrowhead Questions
Does a new driveway in Arrowhead Woods need committee review?
In those tracts, the CC&Rs are policed by the Arrowhead Woods Architectural Committee. We suggest checking with the committee before visible exterior work and plan the schedule around its review.
Can you do the work while I'm not at the house?
Yes. We can inspect, quote and complete the job remotely and send photos at each stage.
How big should a generator pad be?
It depends on the unit. We pour to the manufacturer's and installer's layout and clearances, on a compacted base set slightly above grade.
